They may also get a message stating that they are ‘Not Active’. This message is the one that causes confusion because it states that the NPCs will be unable to accept any quests. To remedy this issue, simply take the inactive NPC out of its area, to another city, quest area or even a different continent.
The NPC’s status will then change to ‘Active’.
